Funding of the least required terminal equipment for the connection of very small enterprises (VSEs) to the Internet through the Go Digital Programme (started in 2000; completed by 2005; 50,000 enterprises targeted

Co-financing Programme - SYN

The programme was launched in 1992, covers scientific and technological sectors and aims at developing direct co-operation between the scientific and economic bodies of the country, in order to solve specific problems that these face and to exploit research results. A project in SYN 96 has two phases. The first one concern the research work and the second a pilot application.

Budget: The total budget of the programme is 4.438.042.759 Drachmas (13.053.000 Euros)

Best Practice Benchmarking - PΑPHOS

The programme pinpoints its interventions to issues of technological modernisation. It aims at familiarising Greek business with methods used throughout the world for this purpose, and for businesses to implement these systematically through methodical activities of creative mimicry and innovative adaptation.

The total budget for the programme is 596,6 mil Drachmas (1,75 mil Euros)

Demonstration projects Programme - PEPER

The programme aims at supporting enterprises to import new technology for the Greek status, modern or advanced technology.

Start: 1995 – Finish: 2004

Budget: 1st call: Total budget of Phase A’: 978.350.052 Drachmas (approx. 2,880 mil Euros), Total budget of Phase B’: 3.546.730.000 Drachmas (approx. 10,4 mil Euros)

Strengthen the local infrastructures (vertical e-marketplaces, electronic exhibitions, sectoral local portals) of electronic commerce supply services to SMEs, by Public Bodies and others social, collective and professional bodies

Create a complete supporting network connecting local small and medium enterprises with Business and Technology Development Centres

Create advanced technological infrastructures for the formation of e-business service supply networks in industrial regions (start in 2002; completed by 2004)

Centres of Entrepreneurial and Technological Development

which will provide information and consulting to companies. The sectors that will be supported are manufacturing, commerce, tourism and services in general. The centres will operate under the co-ordination of the Ministry of Development and through the exploitation and restructuring of the existent structures and mechanisms. KETA should be regional, in order to serve firms locally (13 centres, one in each region) and should have the appropriate infrastructure and human potential.

Start: July 2001 - Finish: 31/12/2006

Budget: 10 billions Drachmas (21.34 mil Euro) and will be regionally distributed.

Programme for the Development of Industrial Research & Technology (PAVEΤ

The main goals of the programme were:a. Modernisation of companies and the improvement in their competitiveness through the development of new or improved products/production processes, the support of innovation and the adaptation of traditional sectors to technological change, b. Co-operation between productive companies and research centres ,c. Improvement of the employment of new researchers in productive companies, d. Rising the awareness of companies on the importance of R&D

The total budget for PAVE programme under the EPET II project (1994-2000) is : 23,760 bil Drachmas (69,88 mil Euros)

Venture Capital Forum for the New Economy

The event took place for the first time in 1999 and aims at: a. Exploring the international experience on financial mechanisms for the new technology-based firms, increasing awareness amongst researchers and entrepreneurs and present government initiatives in this area, b. Creating a partnering event between venture capital firms on the one side and Greek researchers, entrepreneurs and new technology based firms on the other. Start: 1999- Finish: Continuous

Budget: 4 million Drachmas (approx. 12.000 Euros) is the cost of the organisation of the annual conferences.

Sectoral Programme in the Agricultural Biotechnology

The main target: To focus national research and technological efforts on carefully selected production sectors, to encourage the co-ordinated use of systems for the communication of technology, research, training and innovation promotion to achieve the greatest possible result. More specifically, the aim of this programme is to bolster the activities and infrastructures of technological research and the development in the sector of Agricultural Biotechnology.

Start: 1998 - Finish: 2000

Budget: 1,786 bil Drachmas (5,25 mil Euros).

Develop 13 regional development centres for supporting co-operation between R&T activities and businesses

Promote the formation of local groups of enterprises connected by e-business practices and technologies, in turn favouring the formation of e-clusters  (started in 2002; completed in 2005)

Promote incentives for the SMEs to submit electronically the VAT

Support of New Entrepreneurs for the Establishment of SMEs

The particular action is addressed to new entrepreneurs  and includes financial support to SMEs for advisory and techno-economic services and financial support for the implementation of their business plans.

Budget: Its initial budget in 1995 (CSF II) was 16,76 mil Euros (5,7 bil Drachmas), which after 6 amendments reached 66,5 mil Euros (22, 6 bil Drachmas), in order to cover a reasonable share of the increasing demand.

Special Action: Development of Microelectronics Technology for Detection Systems and Micro-engineering

The target of this special action is the technology transfer, research and development of technology in microelectronics for detection systems and in micro-engineering through the purchase of know-how and through the construction of prototypes.

The measure aims at encouraging Greek manufacturing firms in their international know-how search and at assisting their managers and technical advisors in accessing international Technology Transfer Centres and Innovation Centres.

Bilateral Co-operations for Research and Technology

The programme was introduced in 1964. The objectives of the programme are: a. increasing flow of scientific and technological information to and from the country and making use of international know-how, c. developing international R&D networks.

Budget: It depends on the bilateral agreement.

For the year 1999 the enterprises’ contribution was 90,97 mil Drachmas (267 thousand Euros), while for the year 2000 their contribution was 97,69 mil Drachmas (287 thousand Euros).

Development of Incubators and S&T Parks in Greece

This programme will a. Support the further development of incubators and S&T parks that have already been established and operate in Greece, in order to expand their facilities and acquire the tangible and intangible means, which are necessary for the incubation of knowledge-intensive entrepreneurial activities .

Budget: The total budget of the programme is 131 mil. Drachmas (384,446 Euro )

'Network yourself' Programme

The aim of this programme is to increase digital awareness in 50.000 SMEs and to exploit the opportunities offered by the Internet.

The programme started in 1997 and seeks to establish new financial institutions and tools, in order to contribute to SME creation and growth. The aim of this action is to support Venture Capital companies (existing or new ones).

Promote the creation of new jobs and skills related to the electronic business through the formation of constant mechanism (e-Business Forum) of consultation and co-operation between the State and the academic and business world (started in 2000; completed by 2005)

Support the creation and development of skills in the enterprise related to the digital economy and the use of related services via specific trainers with certified Information Systems knowledge, through the Go Digital Programme (started in 2000; completed by 2005; 50,000 enterprises targeted)

Promote e-Learning projects in order to transfer know-how and technology, training of expert executives-university graduates, readjust and re-educate of laid off or part time employees to cover job openings   (started in 2001; completed by 2004)

Encourage the formation of e-marketplaces (started in 2002; completed in 2005)

Develop incubators and research & technology parks (started in 2001; completed by 2006)

Create a favourable environment for the start up of new ICT enterprises with the support of incubators and technology parks targeting exclusively enterprises of the digital economy   (started in 2002; completed in 2005)

Develop ‘one stop shop’ in 52 prefecture local administration interconnected to the central directorate of the Ministry of Development in order to simplify the procedures of licensing enterprising activities (started in 2000; completed by 2001)

Complete the National Laws in issues of digital signature, security of transactions, cryptography and authenticity (started in 1999; completed by 2005)

Fund for the Development of New Economy - TANEO SA

Law 2846/2000 establishes a new fund for the development of the new economy. The aim of this fund is to financially support venture capital companies and fund early stage ventures as well as prototype development. For the achievement of this aim the fund will be subsidised by the state's budget, by privatisation income and by the sale of other assets or the transfer of rights.

Investment Law - Support for the creation of NTBFs

The current scheme that enables the creation and development of New Technology Based Firms (NTBFs), is operating under the auspices of the Greek Investment Law, designated 2601/98. This regulation comes as the successor to previous initiatives such as L. 1892/90 and L. 2234/94. The primary goal of this investment framework is the enforcement of private investments within the country for the economic and regional development of Greece.

Investment Law - Innovation

The main goal of law 2601/98 is the attraction of private investments for economic and regional development. This law, like the former one (L. 2234/94 - article 23B), is supporting expenses for:a. investments for the production of innovative products, b. the introduction of innovations in the production process, c. the creation of prototypes registered in the Greek patent office, d. international registration of the invention, e. the renewal of the international registration for five years (only if the industrial investment is implemented and is more that ten times higher than the registration fees).
